The Backup Exec System Recovery (BESR) console hangs forever at 'calculating status'.

Details:
The Backup Exec System Recovery (BESR) console hangs forever at 'calculating status'. This has been seen when the workstation's web browser is configured to use a Proxy Server.

The following workarounds are available:

1. Remove Proxy Server from workstation's web browser.
2. Allow anonymous access to  http://securityresponse.symantec.com on your Proxy Server.
3. Stop the 'Backup Exec System Recovery' service (VProSvc.exe) and change the Log On account to use an account that has permissions to access the internet via the Proxy Server (Figure 1). Restart the service.

Figure 1:

If none of these workaround correct the issue, please do the following to disable the Threatcon problem:

 1: Upgrade to BESR 8.5.5
2: Unplug your Network Cable and open the BESR console.   Verify under help and about that you are running 8.5.5.
3: Close BESR and plug your Network Cable back into the machine.
4: After closing BESR and plugging your network cable back in, go to the C:\Documents and Settings\(user that installed BESR folder)\Application Data\Symantec\Backup Exec System Recovery.  In this folder, there is a file called UserPreferences.XML.
 5: Open the file UserPreferences.XML in Notepad.exe.
6: Change the line that reads <IsThreatConEnabled>true</IsThreatConEnabled> to <IsThreatConEnabled>false</IsThreatConEnabled>
7:  Save the file and close it.
8: BESR should now open without hanging and there will be a message in the ThreatCon area stating that "ThreatCon current status is Unavailable".
