The Device Configuration Wizard does not run TapeInst.exe when a user is not the root administrator on a Windows 2008 media server.
Details:
If a User who has administrative rights but is not the root
(default) administrator on a Windows 2008 media server runs the Device
Configuration Wizard, the wizard completes successfully without the
TapeInst.exe being executed and the user is not notified accordingly. Hence, the
device drivers are not installed.
To avoid this problem, make the User a
default administrator on Windows 2008 and then run the Device Configuration
Wizard.
