While upgrading Backup Exec from 11d to 12, the upgrade fails with the error V-225-235: The WIM package failed to install with the following error: 1603.

Exact Error Message
V-225-235: The WIM package failed to install with the following error: 1603 ..V-225-235: WIM failed to install... Canceling installation

Details:
The following error is reported in Backup Exec installation log (bkupinst.htm):
V-225-235: The WIM package failed to install with the following error: 1603
V-225-235: WIM failed to install... Canceling installation.
Failed to install third party products.

The Wim log shows the following error:
MSI (s) (00:D0) [15:32:28:876]: Product: Windows Imaging --
Error 1934. User installations are disabled via policy on the machine.
Error 1934. User installations are disabled via policy on the machine.
MSI (s) (00:D0) [15:32:28:891]: User policy value 'DisableRollback' is 0
MSI (s) (00:D0) [15:32:28:891]: Machine policy value 'DisableRollback' is 0
Action ended 15:32:28: InstallFinalize. Return value 3.

Cause:
This error "Error 1934. User installations are disabled via policy on the machine"  indicates that User Installs have been disabled via the DisableUserInstalls policy.
The value is set per machine in the following area of the registry, with a 1 indicating the policy is in affect and a 0 (or missing entry) indicating it is not

Resolution:
To resolve the issue, perform the following steps:
Warning: Incorrect use of the Windows registry editor may prevent the operating system from functioning properly. Great care should be taken when making changes to a Windows registry. Registry modifications should only be carried-out by persons experienced in the use of the registry editor application. It is recommended that a complete backup of the registry and workstation be made prior to making any registry changes.

1. Open regedt32 and edit the registry key:
HKLM\Software\Policies\Microsoft\Windows\Installer
2. Change the value of DisableUserInstalls from 1 to 0
3. After editing the registry restart the Upgrade process.
