Details:
When installing the Microsoft Message Queuing
Service in Workgroup mode, this is an expected problem because the
Message Queuing Service cannot connect to the Active Directory. (See
Acknowledgements for further details)
To resolve this problem, add the
following registry
key:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\MSMQ\Parameters\Setup

AlwaysWithoutDS
Type : DWORD
Value: 1
0 : Message Queuing
will try to join Message Queuing Enterprise on the domain when the computer is
moved from workgroup to domain.
1 : Message Queuing must remain in the
workgroup mode, even if the computer later joins a
domain.
Resolution:
1. Click Start, and then
click Run
2 In the Open box, type regedit
3. Click OK
4. In Registry Editor, locate the registry key that is named
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\MSMQ\Parameters\Setup
5. In the left pane, right-click Setup, point to New, and then click
DWORD Value
6. Name the new DWORD value
AlwaysWithoutDS
7. Right-click AlwaysWithoutDS,
and then click Modify
8. The Edit DWORD Value dialog box
appears
9. In the Value data box, type 1
10.Restart the
