The System State can only be restored to a Windows 2000 or
2003 Server by itself if the original operating system is still installed on the
machine (Active Directory or registry is corrupted, missing objects, etc...).
When performing a complete disaster recovery, if the Windows operating system
has to be re-installed fresh on a machine, the logical drive that contains the
operating system (C drive by default) must be restored prior to restoring the
System State or the above error will show in the Restore Job Log.
