Backup Exec 9.x or 10.x fails to install, and the error message "Failed to install third party products" or "Error 1603 installing VERITAS Update using cmdline" is reported in the Backup Exec installation log file (bkupinst.log).

When installing VERITAS Backup Exec (tm) 9.x or 10.x, the
following error may appear in the installation
log:

When installing Backup Exec 9.x or 10.x, the
following error may appear in the installation log when installing VERITAS
Update:
Error 1603 installing VERITAS Update
using cmdline.
The Microsoft Windows Installer is used to
install both Backup Exec 9.x or 10.x for Windows Servers and VERITAS
Update. The error occurs because the Windows Installer does not have sufficient
rights to one of the following directories:
- Source
directory - The directory where the
installation files for Backup Exec and VERITAS Update are located
- Temp
directory - The temporary directory where
Windows Installer stores its temporary files (for example, c:\temp). To
determine where the temporary files are stored, check the "TEMP" and "TMP"
environment variables in Control Panel | System | Advanced.
- Target
directory - The directory to where Backup Exec and
VERITAS Update are being installed
- Installer
directory - The directory where the Windows Installer
exists, that is
C:\Winnt\Installer

To
install Backup Exec or VERITAS Update, the user "System" must have Read,
Write, and Read & Execute rights to all four directories
listed above.
To verify the rights on a directory, do the
following:
1. Open Windows
Explorer
2. Right-click on a directory
listed above
3. Click Properties, and
then click the Security tab
Note: If the
directory being checked does not have a Security tab, the drive is not an
NT File System (NTFS) drive, and therefore did not cause the installation
failure.
4. Verify the user "System" has
the three rights listed above (Figure 1)

If "System" does not have the required rights, do
the following to grant "System" the required rights:
1. Click Add
2. Select the user "System," and
then click Add
3. Click OK
4. With the user "System"
selected, select Allow for the rights: Read, Write, and
Read & Execute, and then click OK.
In addition to the above rights,
verify that the Restrict CD-ROM access to locally logged-on user Only
policy is not selected under the Group Policy settings.
To verify the group policy settings, do the
following:
1. Click Start | Run, and
then type MMC
2. From the Microsoft Management
Console (MMC), select Add/Remove Snap-in
3. Select Group Policy

4. In Group Policy
Snap-in, click Windows Settings | Local Policy | Security Settings

5. Double-click the policy:
Restrict CD-ROM access to locally logged-on user only
6. From the Local Security
Policy Setting dialog, select Disabled, and then click OK

7. Quit MMC
8. Log out from the server and
log onto the server for the changes to take effect (since this is a group
policy). After the new rights have been added, run the Backup Exec or VERITAS
Update installation again.
